Advocating for the COMMUNITY, the ENVIRONMENT, and OPEN SPACES

Peoria Innovation Core

On August 28, 2025, a Peoria city planner changed the zoned height of the PIC by 100% allowing for 120 ft (10-story) buildings. Arizona law, ARS9-462.04.4 and city ordinance Sec. 21-606 requires a public notice and hearings of any changes above 10%. The city failed to hold any such hearings, leaving the public without a voice.

Citizens for Smart Growth filed a lawsuit in Arizona Superior Court on behalf of its members, Peoria residents, asking the court to require the city to follow the law and afford the public their legal right to open meetings regarding this change. The judge dismissed the case claiming our organization did not have standing to request this.

On March 5, 2026, city planners presented to the Planning and Zoning Commission additional changes to zoning heights, which will now allow Amkor to build up to 135 feet, or 13-1/2 stories.

Citizens for Smart Growth will

1) continue to advocate for the public's right to have their voices heard over significant changes to the landscape of their community.

2) educate the public on the safety and environmental impacts of the semiconductor industry that is building within the PIC.

3) advocate for additional monitoring and regulating of water and air safety.

Five North

After successfully advocating for moving Amkor, a heavy industrial and toxic semiconductor packaging plant, away from a K-12 school and neighborhood, Citizens for Smart Growth is following the future developments within Vistancia's Five North. Not only was Amkor a misplaced development so close to a school and residential area, but the zoning for Five North does not allow for heavy industrial. Our organization will be closely following the city's planning and development of that area and will advocate on behalf of the residents and for zoning laws to be adhered to in that area.

Safety & Environment

Citizens for Smart Growth is partnering with advocacy organizations across the state to protect our communities from toxic industries and high-volume water users. We are working to ensure our air and water remain safe by addressing forever chemicals and other pollutants that threaten our water sources and the air we breathe.

 

It is not good enough to rely on government regulations when those regulations continue to be downgraded in favor of big business over public safety. We will continue to educate the public on the issues and gather the community to fight together for better protections.
