Peoria Innovation Core "PIC"
On November 6, 2025, Citizens for Smart Growth filed a lawsuit against the City of Peoria, seeking a special action challenging recent zoning changes in the Peoria Innovation Core (PIC). According to city and state law, zoning changes exceeding 10% must go through public hearings before the Planning and Zoning Commission and the City Council, allowing residents to provide input and feedback.

The lawsuit alleges that the City of Peoria classified these significant changes as “administrative,” bypassing the required public process and limiting opportunities for community participation.

This is the revised PAD that indicates an increase of allowable building heights of 100%. The cover page indicates these changes were not submitted to the Planning and Zoning Commission nor the City Council for approval. Therefore, public input was bypassed.
Lawsuit
The lawsuit was filed in the Superior Court for the State of Arizona, No: CV2025-060698.
