Subdivision Application Process
(For property owners desiring to divide land into five or more lots
in Blaine County, ID:)
The Subdivider submits general plans to the Planning and Zoning Administrator, including the layout, density and the road pattern of the development.
Administrator reviews the plans and advises the Subdivider of regulations that might influence the plans.
Preliminary Plat Procedure:
The Subdivider submits the subdivision application and preliminary plat data to the Planning and Zoning Administrator. The Subdivider also submits a letter requesting that the Planning and Zoning Commission consider the plat data. The public can view the application after the Subdivider submits it at Planning and Zoning.
The Administrator certifies that the application is complete.
The applications are processed in the order that they are received. The Subdivider can modify the application after its submission at Planning and Zoning.
The Subdivider transmits the application to other departments of the county or other organizations that might have jurisdiction over/interest in the proposed developments, and those organizations write recommendations.
A staff report is completed at Planning and Zoning and is available online. Packets are compiled that include all public comments received, and all information and data relating to the project. These packets are available to the public, and are stored at Planning and Zoning.
The Planning and Zoning Commission holds a public hearing. The Commission reviews the afore-mentioned packets. The proposal is either approved or disapproved by the Commission, and is then transmitted to the Board for their review.
Board Action
The preliminary plat and the recommendations of the Commission are submitted to the Board of County Commissioners and are considered at a public hearing.
At the hearing, the Board of County Commissioners can sustain, modify or reject the findings of the Planning and Zoning Commission.
The Board of County Commissioners reaches a preliminary decision. A final decision is made with the submission of the final plat, which fulfils the conditions of approval written by the Board at the hearing.
The Final Plat Procedure
The final plat area is surveyed and prepared, and filed with the Administrator. If conditions of approval have been fulfilled, Planning and Zoning and other departments of the county sign and thus approve the plat.
There is a court appeal period of twenty-eight days.
Building can begin when the Final Plat is filed at the Recorder's office.
